is structured

(Work Packages)

The Work Packages (WP) constitute the strategic structure that organizes and drives the implementation of DECISIONSEED. Through these interconnected components, the project translates its vision of structural reform into concrete actions aimed at strengthening governance, knowledge diplomacy, territorial sustainability, and intersectoral collaboration.

Each WP brings together actors from academia, government, the productive sector, and civil society, ensuring that decisions and outcomes respond both to national policies and to territorial needs. In this way, the work packages guarantee a coherent, participatory implementation with tangible impact on the transformation of higher education in Colombia.

WP1 – Intersectoral governance and public policy

Duration: M1 – M10
Leader: MEN y ASCUN-RCI

This work package promotes the modernization of internationalization governance in Colombia by developing a more coordinated and strategic public policy mechanism. Through dialogue among higher education institutions, associations, territorial authorities, and Quintuple Helix actors, it advances a model of distributed governance that connects national decision making with territorial realities. Its purpose is to establish the foundations for a more coherent, participatory, and sustainable system.

WP2 – Knowledge diplomacy

Duration: M10 – M24
Leader: CCYK y FUSP-CEU-UCH

WP2 positions knowledge diplomacy as a central axis of the project, connecting local knowledge, regional potential, and globally oriented applied research around sustainable economy and the green transition. This component strengthens links between Colombia and Europe, highlights the scientific diaspora, and promotes new forms of international cooperation that recognize the country’s cultural and territorial diversity as a strategic asset for sustainability.

WP3 – Sustainability and transformative education

Duration: M21 – M34
Leader: THUAS y UTP

This work package strengthens internationalization with a territorial focus in higher education and technical training institutions, particularly in rural, peripheral, and remote regions. Through professional development, blended academic mobility, and intersectoral pilot projects, it promotes education oriented toward sustainability and social transformation. WP3 aims to consolidate local capacities that integrate international cooperation, innovation, and territorial development.

WP4 – Coordination and knowledge management

Duration: M1 – M36
Leading beneficiaries: UCM y MEN

WP4 ensures that the project implementation advances with technical rigor, strategic coherence, and academic quality. Beyond administrative coordination, this component promotes the generation and systematization of applied knowledge, ensuring that experiences and lessons learned are translated into practical guidance for more inclusive and sustainable internationalization. It serves as the axis connecting management, quality, and impact.

WP5 – Communication and international outreach

Duration: M1 – M36
Leader: ASCUN-RCI y CCYK

This work package positions the achievements of DECISIONSEED in Latin America and Europe, projecting Colombia as a strategic partner in sustainability and the green transition. Through an integrated communication strategy, international academic spaces, and high level events, WP5 amplifies the project’s reach and facilitates knowledge transfer, strengthening its impact beyond the participating institutions.
